Before the disaster the only thing that had any importance was whether a potential buyer of anything could afford to make the payments on whatever he was buying assuming he made 120% of his stated income. Liabilities can simply be explained as the amounts owed to other organizations such as the transfer of assets or services that need to be provided. Liabilities are also made up of current and long-term.
